PC not booting up after uninstalling new card

Hi,
I had a prebuilt PC (Packard Bell IMEDIA S2885) and changed the case out for a new one as well as the power supply (EVGA 430W). The PC has been working fine for just about a month now and I finally got round to buying a GTX 1060 ZoTac Mini to use in it. My first issue was that once installing the card there was only a black screen although the system, seemed to be making its usual noises. I took the card out and attempted to boot up again. I had the same issue. All the fans were spinning and the hard drive is making its normal noises but I'm not getting any video output. Even when I turn the system off it takes as long as it normally does which makes me think that the OS is still working but I don't know.s
