One of four ethernet ports working

My apartment recently installed fibernet and put in 4 new ethernet ports, 2 in the bedroom and 2 in the living-room. Only one of the four ports works with the wireless router provided by the ISP. Is there a reason the other ports give the "DNS server not responding" message and have no connection to the internet?
 
I will assume the router is located in some central closet and you have plugged the wires coming from those 4 new ethernet ports into the router ?

If you switch the wires around in the router ports and the same jack is the only ones that works it is likely who ever installed the wall jacks has connected something incorrectly. Since you likely paid for this service have them come out and fix it.

There is a central box but it is locked. I figured it would be as simple as switching the correct cable with one leading to the other room but i can't get into the box...unless I try to pick the lock. I'll contact the apartment managers. Thanks for the help anyway!
