I started a new one because another guy got nasty with me, but anyways I have a amd fx 8320 a r7 250, 16 gig ram and the mother board is a GA-78LMT-USB3. Could I Oc it with the stock cooler and how much frames could i get on arma 2 dayz mod and arma 3 exile etc

From what I have seen on Youtube videos with this CPU and GPU combo, expect around 30ish FPS on Arma 2, with medium-high settings, and less (20ish FPS) on Arma 3. The R7 250 would definitely be the bottleneck and needs upgrading to improve framerates.

I really really really wouldn't with that motherboard. You can overclock with your hardware, just know that you run a real risk of damaging your motherboard and you wouldn't get very far with the stock heatsink anyway.
 
I don't know your exact framerates now, but you can certainly try overclocking with that board. It doesn't have very good power delivery so chances are good you'll get instability due to motherboard limitations before you get very far, but I can't tell you how far because that varies from board to board and from CPU to CPU.

Let's say you're getting 20fps in a particular scene in Arma3 and you overclock from 3.5ghz base clock to 4ghz. You've increased your clockspeed by about 14%, so you can expect a 14% framerate increase, which would bring you up to just under 23fps.
