CPU Fan start-Stop

just buy a brand new PC from Cyberpower and he works fine just the cpu fan start spining then stops after 10sec then starts again,stops again,..etc

Turn off the computer and attempt to spin the fan with your finger. Does it spin smoothly? Are there any spots where it gets harder to spin?

Also, have you used compressed air to blow dust out of this system? If you have, you need to hold fans still when blowing them out. Fans should only be spun at high RPM by their own power.

If you blow compressed air on a fan and hear it pick up speed, then you've probably destroyed the bearings.
