GPU throttling or bottlenecking my CPU?

Originally I put this question in GPUs but I've been googling some stuff and it looks like the issue may be my CPU.

Basically I've been gaming on my PC, recently got a GTX 780 and ever since I did I've been getting 60fps however constant stuttering and sometimes even 1-2 second freezes. I've lowered my GPU temp to around 62C while playing and checked my CPU temp and it was about 71C while the game was running.

Is my CPU the issue? If so, can I fix it?

I just want to get to the bottom of this!

My rig:
CPU: i5 2500 3.3GHz
GPU: GTX 780
RAM: 8GB
PSU: Thermaltake Litepower 700
 
Solution
A CPU cooler will help, but I highly doubt it will be able to solve the problem entirely. Since that CPU has heat delivery problems, it will still overheat no matter how low the temperature of the heat spreader.

What's so bad about it?
 
The i5 2500 has a horrible heat spreader on it... Getting a better cooler will not stop this CPU from thermal throttling like it is when you're gaming.

A 2600 does not have this issue.

Update: Sorry it seems I misread your response...

What's so terrible about your power supply? It may be delivering unstable voltages to your system, which could damage your components. Simply put, it's an older model that wasn't very good even when it was new.

Okay that makes sense, I'll have to grab a new PSU when I get some money. I did however get a new CPU cooler and it's helped a little bit.
