sudden drop in pc performance

So I have a custom built pc. stock Intel i5 6600k and Nvidia geforce gtx 980. Before i had around 50-60 fps on witcher 3 but after nearly 10 min of playing the game the fps drops to 10-15. i cleaned out my pc. I monitored the temperatures and everything seems to be fine. I'm not sure about voltages but i have not messed with anything. I had defragmented my harddrive, reinstalled display drivers but the problem still persists. What I really dont understand is that problem doesnt start from the beginning itself rather it presents itself after som 10-15 min. Please help

What are you full system specs ?
Are you using stock cooling ?
Are you monitoring temps ?
High temps = thermal throttling = less performance

Intel i5 6600k 3.5ghz
single nvidia geforce gtx 980 4gb
asus z170k mobo
corsair 2x8 gb 2400mhz
corsair h55 cooler

I monitored temperatures as i played witcher 3. the processor wast 35 to 49 degrees while the graphics card wast around 60 degrees.

Does this happen only with the witcher ? DId you check you settigns and make sure you are playing at full screen and not windowed ?

i tried it with gta 5 as well and its same thing. and yes its at full screen
