NVIDIA chat support AND microsoft couldn't help me with this, so here is step-by-step what's going on
1. I start up the PC and my monitor on the left (second monitor) is brighter than the other

2. I go to NVIDIA control panel and adjust the Digital Vibrance setting from 50, to 51 and then back to 50. As soon as i adjusted it from 50, the monitor went back to looking normal (as it should).

3. I start a game (any game) and then both my monitors go black for half a second (normal). But when the monitors light up again my second monitor goes back to being brighter.

4. I go back to the control panel and everything is normal, so i do the same thing as #2 and it keeps on repeating..

Note: Both my monitors worked fine on my previous PC. Personally i think that this is a NVIDIA problem because when i uninstalled the drivers my monitors looked fine. But as soon as i installed GeForce Experience, my left monitor instantly changed.

Honestly i'm willing to send a 20 Euro steam gift card to anyone who can finally help me.

Solution
Something like -Control Panel\Appearance and Personalization\Display\Screen Resolution\advanced\color management\advanced\calibrate display(s) then save your settings so they load in games and anything else.
if it a new pc make sure the mb bios is up to date to rule out a bios bug.
in the bios turn primany display from auto to peg/pci turn off muilt monitor support if your not using the onboard video ports.
uninstall nvidia driver..reboot and reinstall it.
if your mb is intel download the newest intel chipset driver.

Research your monitors and see if you can factory reset them both. Remove all drivers for your GPU and monitors and have windows detect them and get the latest drivers. Run the windows monitor calibration program and run through it manually (you can actually do this first and see if it resolves the issue) and save your settings to a file name.

Like i said there is nothing with the monitors, they work fine on my other PC. Also they both are set to default settings, I have already re installed the GPU drivers and when i uninstalled it the monitor looked fine. It wasn't until i installed the drivers that the monitor went wrong. I'll try that windows monitor calibration though, where can i find it?
