Where do I start, its anything from that stupid shadow box issue, to entire buildings and textures popping in, to bad aliasing on anything 2-3 feet away or farther. These are issues on ANY graphics setting low-ultra.
Specs: I3-4170
GTX 960 2gb
8gb ram
240gb ssd
2tb hdd
asrock h97 anniversary
evga 500w psu

Tried it on both the hdd, and ssd to see if that was the problem, nope
I wana play the game I bought but all of this makes it very hard. Along with a vsync glitch that if my framrate goes to ANYTHING below 60 it locks it to 30 fps. so I also have to play with horrible screen tearing. I'm getting a worse experience than a console pleb help

Solution
Well, a 2 weak of a CPU will have issues rendering in data fast enough, This sort of thing happens time to time on my q6600 system with the CPU at 100% on a GTX 760 which is why I said that, also happens on a Phenom II x4 940 time to time with a GTX 670.

Only thing I can say to do is to uninstall your graphics card driver via Display Driver Uninstller http://www.guru3d.com/files-details/display-driver-uninstaller-download.html

Restart, don't ignore the reboots when asked. The shadow box thing, I've seen it myself to be honest, and the only way I've fixed it was to increase the shadow quality and play around with the soft shadow settings, its still there, just not as noticeable as whats in that video.

If you reinstall the driver, let...
That is not a vsync glitch, thats how Vsync works. You need to use Adaptive Vsync in the Nvidia control panel, you can also limit the FPS with EVGA precision if need be, it works with any Nvidia card no mater the brand, can download it from steam or EVGA's website.

Also as for graphic issues, I don't see any major issues, The Texture pop in can be from a weak CPU or maxing out your Vram or RAM, so keep and eye on that, don't choose that ignore suggested limits, problems like that will happen despite how strong the card is. Meaning Vary High Textures is going to be unusable on a 2gb without turning every other setting to off or low.

Bad Aliasing? Well thats normal with GTA for anything under 4x msaa sadly, fxaa doesn't seem to do anything noticeable. Shadows, yeah shadows is not that great in this game, I keep mine on Nvidia PCSS as it seems less jaggy upclose.

Your CPU is your limiting factor in this game, it can run it for sure. But the CPU will hold back your 960 in that game some, though not to a point were I would say "upgrade now".

I suggest to try EVGA Precision and lock the FPS to 60 or try the Adaptive Vsync in the Nvidia control panel. MSI after burner with the RivaTuner can lock FPS as well, but I haven't really used it in years to know if it still works with newer games.

And make sure your drivers are up to date.

If you reinstall the driver, let us know how it goes, also delete the saved Nvidia profiles or perform a clean driver install.
