Condensation around lip of fan shrouds

So I have got a XFX Radeon R9 390X
And today I was cleaning the fans off a bit and noticed some condensation on the fan shrouds around the lip where the fan circulates air.
is that common on dual fan GPUs? Never had dual fans and haven't found a thread with info.

I portable AC usually drys the air out a bit. But does generate some condensation in the exhaust. Some portable units have a window exhaust, but if your does not mybe consider moving it further from the PC. Only only take a small amount of liquid to ruin A PC. Also If you power supply vent is facing the inside of the case, consider either getting a foam filter for it, or if possible flip it around and have it breathe through the bottom of the case.
condensation is not normal under any circumstance. It only happens when something is cooled below ambient air temp. Air and liquid cooling can't achieve anything that low. Do you have an AIO cooler for a CPU? Check it for leaking. Is the computer placed near an air vent? In which case you may want to move it.

Everything else is dry and I checked my h70 cpu radiator and it's not leaking, but I do have a portable ac unit in my room so that is probably it, it drops my room to 18 c or 19 c so I'm thinking it's that, also this room is in a basement so that might play into it as well, as I said it's not much and only on the very lip.
