Low fps with neither cpu or gpu maxed

This is just a curiosity thing really. First off I'm running a xfx 270x stock clocked (dropped it back for sake of argument) and fx 6300 at 4.5 on a m5a97a r2.0 with Os (win 10) on ssd along with gta v. I can run prime until the cows come home and I'm not crashing so I assume cpu is stable only hits 56c anyway I want to ask why i get frame rate drops to around 40 at times usually only for a few seconds if cpu and gpu usage never maxes out. I'm not seeing any thermal issues on the gpu either. I'm using nzxt cam software for the overlay in game of the cpu and gpu currently but I've used the overlay in afterburner too with the same thing happening. Is this just from the monitoring software not picking up rapid spikes of in game demand and averaging the info on screen? It's not really a problem, I'm running setting higher than I should on a 270x I'm sure but I'm just hoping someone can shed some light on why this happens without the cpu or gpu running at or near max usage. Cpu hasn't went much past 70% and gpu 80%. Teach me something I'm happy to listen I couldn't find much searching. Thanks in advance!

8 gb ram at 2400..didn't have ram usage in the over lay but logging it in the background and the game was using a little over 2gb maybe 2.5gb but still had plenty left with nothing else running. Gpu never maxes, it will go up to the 80s but only in bursts of 10 seconds or so, otherwise it is in the 60s and 70s. Cpu usage has same behavior just lower usage, bursts to 70s at times but usually sits in high 50s to 60s.
 
I can guarantee that RAM isn't running 2400mhz with a fx6300, probably what its rated to. Either way, as long as it is 1600mhz or above then that's fine. And 8gb is plenty.

I am a bit stumped. May be worth reinstalling all drivers and the game and see if improves? I don't own that game on PC (PS4) so cant comment much more.

I'm not doubting you're right and I was puzzled when bios showed it running at 2400 along with cpu z. Ram is rated at 2400 out of the box. So there must be something funny going on there

Vsync was the culprit. Disabled Vsync in game and enabled 60 fps limit in Radeon settings for gtav.. now it runs my gpu as hard as it has to for selected in game settings and I'm enjoying 50 - 60fps
