Weird computer startup + clicking noise

Hey. I have built my first computer. When I press the power on button on the computer's Case the computer powers on for 1 sec, then turns off, and then powers on again after 2 sec while giving out a single click. After that it boots up to Windows and everything works normally. Is that normal ?

EDIT: It also clicks when turned off

Make sure there is nothing near any of your fans. They could be sucking something in, causing a temporary click.

As far as the power situation, please list your system specifications so we can help better.

the sound of clicking deals with an obstruction in a moving part. Observe the internals when the system boots. Is it the fans? A dead hard drive also makes clicking sounds when the head is stuck.

To specify the sound that I hear is similiar to a switch. Like when you switch your PSU on.
