how to prioritize an application to make it use more bandwidth ?

You can not make something use more bandwidth you can only make it use less with a router. The default on almost every router is to allow the programs to use as much as they want.

If nothing else is running on your machine and nobody else is using your internet connection then it could be the server you are downloading from limiting the traffic.

I don't think so. my internet speed is awful (1mb/s) ,so the highest speed i get is about 150 kb/s (best case). I don't think all the servers I have downloaded from is setting such low speed as a limit.

my speed is 1 "megabyte" per second and the download rate is 150 - 200 "kilobyte" per second at best. if there is another program, there is a small impact on this rate. and I saw the network tab... there is windows services,but their network usage is very little. I used advanced IP scanner and there is no strange devices on the network.
