My Kingston HyperX DDR3 1866mhz 2x4gb ram kit is not running anywhere near the advertised speeds despite my motherboard having the latest bios update already installed from the manufacturer

Check what speeds your motherboard and cpu can support. A lot of higher-speed RAM needs to be "overclocked" from the base clock speed to get to the advertised RAM speeds. Most modern RAM have XMP profiles enabled and it's just a matter of going into your BIOS and enabling the XMP profile that matches the speed you desire. You can often exceed the advertised speeds, but RAM overclocks are tricky to get right, as system instability might not show right away, and not all motherboards support XMP profiles and RAM overclocking.
