Which mid-to-low budget GPU should I get?

My brother's birthday is coming up, and I've been thinking of getting him a new GPU.

He has a pretty old and very laggy computer, and I think that a new GPU would help his computer performance a LOT.

The problem is; I don't know which GPUs would be compatible with his existing components, as they aren't very modern.

My budget is basically anything up to a GTX 960, and no, I can't wait for the RX 460.

My main concern is the PSU, as I can't find much information about it, and I don't know if it'll be up to the task.
I could get him a new PSU as well, so a reccomendation for that would be nice, too.

His current specs:

CPU - Pentium Dual-Core E5400 2.7GHz
GPU - Gainward GTX 520
Motherboard - Gigabyte G41M-ES2L
PSU - Sigma ATX P4-500EW
RAM - 4Gb DDR2

Honestly, getting even something like a GTX 960 is a complete waste for that computer because CPU will severely bottleneck it. I say getting something low-end like a cheap GTX 750 TI and use the saved money to buy a decent quality power supply from Seasonic, EVGA, Corsair, etc.. 750 TI is significant improvement over what your Brother already has and the PSU could be carried over for any future PC upgrade (which your Brother needs lol)

A 1060 costs a lot in my country, I can't really afford it...
 


A 960 should be enough but since there should be a significant bottleneck with the cpu. Performance will increase but do not expect it to run games like it should.

How much of an effect would the CPU bottleneck have?
How much of an increase in performance should I expect with the new GPU?
 


A huge increase. Not able to run modern games. With low settings or maybe medium settings due to the cpu bottleneck. Why not go for a cheaper gpu and a new cpu?

That's kinda what I thought; if there's a serious bottleneck, why waste the money?

By the way, if you have any reccomendations for a PSU that's not too expensive and can do the job it'd be greatly appreciated! :)
 


Keep the psu tbh. Get it when you plan to do an upgrade.

So;

I should get the 750Ti, then when he's upgrading he'd get a PSU of his own.
The current one will do a good-enough job for now, I suppose.

Is that correct?

I still think I should get him a better PSU, which he will carry over once he gets a better PC.

Seasonic M12II Evo 520W or 620W, if you can stretch to it would be my suggestion. Corsair RM series and EVGA G2 series are also worth looking into.
