My R7 250 goes up to 105 degrees while gaming

I recently bought a 2nd hand Sapphire R7 250 2gb DDR3 for 1,500 PHP or around 30 USD. The owner told me that it was only used for a month and it works perfectly. I immediately bought it when I saw the ad, because it costs around 4,000 PHP in local stores. I've been using it for about 2 weeks now, and the graphics card runs pretty hot. It hovers at around 70-90 degrees while playing League of Legends, and goes up to 105 degrees while playing Need for Speed Rivals. I play League of Legends at 1080p max settings, and get constant 60 FPS, but the frame rate occasionally drops to exactly 30 FPS for a few seconds. Need for Speed Rivals run at around 20-30 FPS but will sometimes drop to less than 10 FPS when the card reaches 105 degrees.

My setup is Intel G2030, 4gb RAM, R7 250, and Corsair VS450 PSU.

Why does my FPS in League of Legends drop to exactly 30 FPS while gaming?

Is it normal for an R7 250 to run this hot?

Should I buy a new GPU Cooler? The Deepcool V65 costs 155 PHP in my local store while the V95 costs 420 PHP. Are they compatible with my GPU?

I had a r7 260x that went up to 85C while fans spinning at +70%. Reapplied thermal compound to the chip and it magically stayed under 80C with around 60% fan speed. Try getting some thermal paste and change the one that's in there. Hope that it solves your issue!

I tried physically spinning the fans and they spin quite easily without resistance. The fan speed based from MSI Afterburner ranges from 30-100% while gaming. I never overclocked the card by the way. I was thinking that it may be related to the thermal compound or the heat sink. The card looks physically fine and doesn't have any sign of damages.

Regarding the vsync in League of Legends, should I just turn it off, and set the FPS cap to 60?

Our ambient temps is around 29c today, I played Far Cry 3 for about an hour. The GPU temp plays around 80-101c while gaming, but didn't experience an FPS drop. My CPU's max temp was only 58c. My CPU idles at 35c while my GPU idles at 38c.
