I just purchased a new laptop with Windows 10 and wondered the best way to transfer all my files, programs, settings, user profiles and even applications. The new computer also has windows 10. I saw the option of "Windows Easy Transfer" but hear that's not available in Windows 10. This is the first time I've tried this so want to make sure I do it right.

Yep, no Easy Transfer on Windows 10.
Laplink is a poor replacement in my experience.

If you do need to transfer programs and settings, it is possible but costs $$$.
I use Zinstall, but only when I really have to do a full transfer.
They do transfer programs all right, as well as everything else, and i think the best option on the market, technologically - but you do have to spend to get it.

Here's their tutorial:

I think it can also go via a USB drive like you said, and transfer programs (since it does its own capture, not just file copy), but I just transferred over the network, so not sure.

Right.
Not available in Win 10

MS suggests this:

No idea how well it works, and it appears if you want the Programs as well, it will cost $$.

Me personally, I have never bothered with any of the 'transfer everything' things.
Either a full clone from one drive to another
or
Just reinstall everything on the new drive or system.

Maybe export and import Firefox settings, but that's about it.

I did check out PCMover Express as recommended by Microsoft (since Windows Easy Transfer is not for 10). This is a "free" download that's supposed to transfer "ALL" files, settings, and user profiles. However, if you want to transfer the apps, you need to upgrade to PCMover professional/ultimate for $$$$$. I read a number of reviews and the feedback scares me away from using those programs. Since I'm new at this, would backing up to an external drive and then plugging that in to the new laptop work?

For personal files (doc/music/video)...sure.
For programs and applications? No.
Those need to be actually installed with the OS.
