yes i would get the i7 cpu and pair it with a gpu of your choice thats =/weaker than a gtx 980/1060
a 870 will be a large improvement over a first gen i3 for games and for that price is a good deal as its faster than the 90$ fx 6300

Well, I have an old intel core i3 540 and gigabyte ga-p55-us3l rev 2.0 motherboard lying around and I want to make a gaming pc out of them for my brother. Obviously if I dont have to buy a new MOBO and processor I can afford a better graphics card.

I already tried it, the only LGA1156 I could find in my country was the i7 for ~82$ I mean sure it's still a lot cheaper than buying a new mobo + processor but it's still an old and weak processor and for the same money I could buy a brand new x4 860k or Fx 4320

Well my goal is to make use of these two components that I have, I don't necessary have to get an r9 380. What would be highest amd gpu that I could get that wont cause a severe bottleneck? (r7 370? r9 270?)
