LOW Ram usage!!!

Hei guys. How have u been doing

Today i have come to u guys with a problem i have been experiencing for quite some time. I have a single 4GB DDR3 1333Mhz Transcend ram on my setup (i5 750 + 7970 Ghz edi + Windows 8.1 Pro 64bit). I have been trying out a few titles lately like Rise of Tomb Raider, Crysis 3, Farcry 3 , Dark soul 3 etc. My concern is across these titles my ram usage always stays low

For example in crysis 3 very high settings (AA off, vsync on) my ram usages stays around 2.4gb. in Farcry 3 very high,no AA, vsync on its around 2.5~3.1gb. Its around this range for rest of the titles too.

I have been experiencing this issue for ages. I used to have 8gb ram. but seeing how my ram usage never crossing 3.5gb i sold one of the 4gb stick.

This low usage of ram even in demanding titles like crysis 3 on very high settings seems very peculiar to me. I was wondering if there is anything that is causing this low ram usage.

-i5 750 (stock)
-Sapphire 7970 3GB Ghz edition (Stock)
-Asrock H55M Pro
-Transcend 4GB DDR3 1333Mhz Ram
-Windows 8.1 pro 64 bit
-Thermaltake Smart 530w PSU
 
Solution
Most games are developed for use in a 32 bit environment which was common back when.
Windows had a max ram of 4gb.
It was divided into 2gb for apps and 2gb for windows.
With some coding in the game, that division could be adjusted to 1gb for windows and 3gb for the game.

Developers do not want to restrict their market by requiring a 64 bit os and lots of ram.
