My CPU is AMD FX8350 and Gpu is GTX 960, I dont know why I get 35-50 fps in high settings, I have searched all over youtube and forums for a possible fix and tried compatibility, windowed screen, un parking my cores and lowering a few settings but it still is 35-50fps, but saw some videos in which people has much lower spec and playing it in over 60+ fps...anyone can suggest me a possible fix?

It is actully a problem with Guild Wars 2' engine. Definitely do this though: Go to Nvidia Control Panel> 3D Settings. Choose Guild Wars 2' exe from the dropdown and set power management mode to prefer max performance.
If you still get less than 60fps then keep restarting the game till you get it.
