Stuttering/Microstuttering in GTX 1070

So I got a GTX 1070 not too long ago, and I've been starting to notice a few issues that don't seem right.

When playing Mirror's Edge Catalyst I noticed horrible stuttering, even with vsync on which I have on most of the time now as ever since the upgrade I've been getting screen tearing in pretty much every game. The FPS is shown as being a stable 60fps, and even turning vsync off, the stuttering still takes place, yet my FPS is shown as being well over 60. Adaptive vsync, triple buffering, does nothing to fix it.

At first I didn't see this in other games, but I'm positive I've started to notice it in things like Witcher 3 in the past few days, but to my eye other games don't seem to have the issue.

Overwatch as well has the issue, the stuttering is really weird, if I use a controller to move the camera super slowly, its as if things are just lagging behind slightly and jittering as it catches up or something.

I've no idea whats causing it, I've removed things from my PC that were said to have been causing it for other people (f.lux for example) yet nothing seems to fix it. I'm also positive it isn't my HDD as having games on the SSD makes no difference, plus I only upgraded my HDD recently as my old one died. Any help would be greatly appreciated, I'm hoping I wont have to RMA it.

I'm not sure, I've not found anyone else with the same kind of microstuttering I'm getting in Catalyst. I thought it was memory at first since when I had 8GB it was using nearly 100%, but it still persisted after upgrading to 16.

Hm, sorry to hear you have issues as well but it's promising seeing others with it, suggests it might not be the card itself.

Is the stuttering similar to mine? In some games it's not overt but nothing feels smooth despite the fps being 60 or over, and in others it's just an intermittent hitch/pause in the game.

I was told elsewhere to try reseating my gpu, I did that and it didnt fix the stuttering but it did stop the screen tearing in steam which was odd. I'm going to put it in the pci x8 slot latet and see if that resolves it.

Yeah I think the stuttering is similar and I do feel as well that games don't feel smooth anymore but I was positive it was just me noticing screen tear that was always there. Do you have a 144hz monitor?

That sounds a lot like what I have, only my monitor is a 60Hz. I get the feeling the refresh rate doesn't make much of a difference with this issue.

I'm currently working through troubleshooting with Nvidia support, I'm curious to see if they are able to tell me whether or not its a driver issue.

What are your other specs? CPU, RAM etc?

RAM is 2x8GB Corsair Vengeance
PSU is EVGA Bronze 80+ 750W
Mobo is MSI Z170-A Krait Gaming 3x

Also I have a couple questions:
Who made your card?
And do you run GPU-Z while playing?

OK, so earlier I put in my old 770 to see if the issue would still persist, and it does. Even the increased screen tearing I've had since upgrading to the 1070 was present in the 770, so now I've really no idea what the problem is.

OK I may have found out what the problem is (although no solution). I saw on the Nvidia forums a lot of people complaining of DPC latency issues in 1070/80s, despite Nvidia releasing a hotfix aimed at fixing it. These were my readings using a program called latencymon while running ME:C

It seems to point out the Nvidia driver as acting up, so I'm hoping this might actually be the cause of the problems.
