Major computer failure, help me troubleshoot

Hi all, I'm suffering a major computer failure and I need some help.

HARDWARE:
CPU: Intel 4790k @ 4 to 4.4GHz (not overclocked)
GPU: MSI GTX 980 Ti
MSI MPower O.C. Series Z97 mobo
Corsair 2x8GB DDR3 @ 2400
Windows 10 on a 120Gb SSD
Everything else saved on a separate SSD and HDD
First PSU, EVGA 750W Supernova
New PSU Corsair AX 860W

The issue started several weeks ago. The computer wouldn't boot properly. At first it was only every three to five startups. Then the problem worsened. It got to a point where it would only boot after attempting to boot it 10+ times, and now it won't boot at all.

When I try to boot the machine, the lights come on all over the mobo, the fans spin, the monitor shows it's splash screen, as if it's about to boot, but nothing happens. The mobo has two code display lights that show a failure code, if there is a failure code, but they never light up at all.

At first I thought this was a powersupply issue. Many articles I've seen when first researching this issue made me thin it was definitely a PSU issue, so I bought a replacement PSU, installed it, swapped out all cables, since it's a different manufacturer, but the problem persists. No improvement.

Next most likely issue is a RAM issue. I have two sticks, so I pulled one out, no improvement, swapped them, no improvement, put them in different memory slots, no improvement. I don't have a spare memory stick laying around, so I'm not sure how to troubleshoot that issue at the moment without buying a mem stick for testing.

The next thing I did was unplug the computer, removed the battery from the mobo, pressed the power button to dump out any leftover power, replaced battery, no improvement.

I haven't changed anything within the computer for a long time except the timing on the memory. Nearly a month before this issue started, I went into the BIOS and changed the clock speed from 1600 to it's maximum rated clock speed of 2400. So, that makes me think I've burnt up the memory sticks. Thoughts?

So, that's everything that I can remember trying. I'm stuck and very frustrated. Help!

If it's a drive failure, why doesn't it go through POST, and why can't I enter BIOS?

To test this, I first unplugged power and data from the OS drive. No improvement. I then inserted the windows installation disk and rebooted. No response. I don't think it's a drive failure, unless you mean something else.
