My two WD Blue HDDs Slowing down

Hi forum, i have 2 WD blue HDDs, 1TB & 3TB. Both keeps running slow after 1-2 hours has passed until i restart my PC again. I did benchmark with CrystalDiskMark and i got 143MB/s but one or two hours later my HDD slows down to 20MB/s. It happens when i installed my GTX 1070 Sea Hawk X and 3TB HDD. (Both HDD are new) Could it be my PSU fault? It's Corsair RM850x, also there is coil whine from my GPU i even did RMA but still getting coil whine. Is this PSU shitty?

My components:
Asus Z170-A
Intel i5 6600k 4.5GHz
Corsair 16GB DDR4 3000MHz
MSI GTX 1070 Sea Hawk X
Corsair RM850x
Corsair GTX H110i
2x WD Blue HDDs 1TB & 3TB
1x Samsung Evo 840 SSD 240GB

I'm sorry to hear about your performance issues with the WD Blue HDDs. I'd recommend you check how the transfer speed would be after you swap the SATA cables connecting the HDDs and also the SATA ports on the motherboard. If you have access to another computer, it might be a good idea to check how the WD drives will perform there. You should also check how the whole system will perform after a BIOS reset . The procedure will get all the settings back to factory defaults, so you will need to re-configure any manual changes you have made in the BIOS.
I'd also recommend you check the motherboard manufacturer's official website and make sure you got the latest SATA controller & chipset drivers for...
