XFX R9 380 No Display, Fans spanning

Brand new XFX R9 380 GPU, the fans turn on when I power on but I do not get to BIOS or even POST. No beeps, no loading just "No Display".

The rest of my system specs are as follows

CPU: Intel Core i5-2500k
Motherboard: MSI Z68A-G43(G3)
RAM: HyperX Genesis DDR3 2x4Gigs
PSU: 700 Watts ATX
Operating System & Version: Windows 10

I have tried different cables (HDMI and DVI) and I have been scouring the internet for anything relevant for the past 8 hours, no progress made at all. I've tried different power cables (Molex and regular 6pins). I've tried new installs of Windows 10 and 7, which did nothing. I've tried different drivers old and new. At this point I believe it may be my PSU not giving enough power or my Motherboard/BIOS is outdated, not really how to test these things so any help would be appreciated.

Is your monitor cable connected to your GPU and not your Motherboard? Might sound stupid if you have built a pc before, but a lot of first time builders have this issue. If that's not the problem, would you have another GPU to test if that one would work? Or maybe even a different system were you could test the 380?

Yes it is connected to my GPU, and I have a Radeon HD 6870 which works fine in the same system, sadly I do not have another system to test the 380.
