How to dual boot Windows 98SE with Windows ME

insert the ME disk and run the installer, do not format or otherwise change the drive parameters.
as long as the oldest OS is installed first there shouldn't be any issue.
ME will not let you install 98se in the same manner.

Do I have to partition the drive? So Windows98SE will be installed on C:\WINDOWS and ME will be installed on D:\WINDOWS(or whatever the 2nd partitions drive letter is)?

I didn't touch my drive and went into ME setup, and It said that it can't be upgraded by the version of setup(I have Windows ME Full) and it asks for ME Upgrade.
