Internet Connection Slow on One Computer

Recently after re-installing windows 10 onto a computer, the Internet became extremely slow. Using a speed test on other computers, the down would be 100+ mbps with 10+ mbps upload. On the slow computer, the down would be ~4 mbps with ~1 mbps up. I've tried updating the wireless card drivers and even replaced it, but the issue still remains. Any help would be appreciated.

OS: Windows 10 Home 64-bit
Processor: Intel Core I7 4790K
RAM: 8 gb ddr3
Graphics: MSI GTX 750 ti
Wireless Card: TP-LINK TL-WN781ND

a new BIOS may help and I am not sure but updating SATA may also help with PCI slots,

perhaps check in device manager and make sure the device is using right drivers and there aren't others it might be using.

Is card in a 1x slot? is it meant to be in one or can it use more bandwidth? can you interogate the card and see what speed its set to?

The wireless card is in the pci slot, I updated chipset and am getting around 40 mbps down, stll not 100ish but better than what it was before
