PC Starts and then turns off. No post screen or beeps.

Forums seem different since the last time I was here so sorry if I post in the wrong spot!
Hey there. I've been reading a lot about this stuff.
Earlier tonight I was rewiring my pc. The wires were messy and I had been putting it off. After setting it back up, I found that it would not boot. It had worked completely fine previously. Upon pressing the power button (or shorting it) the cpu fan turns on for a few seconds, winds down, power goes out, and then it repeats endlessly until I turn off the psu. I tried a second psu from an old working computer and the same thing happened. I'm not sure the culprit, but from what I've read it might be cpu related. I recorded a video and ill upload it to YouTube really quick and post the link here so you can see what's happening. I will also remove the cpu fan and take a video of the thermal paste and stuff. I dont know how it could have overheated or anything but it does look kinda crusty.

the RAM should be in the same color slots, both in grey or both in black.
pull the RAM out of the system and see if it (motherboard) beeps at you. if you cannot force a beep code, and in the video you said you hadn't heard any beeps, then the board (motherboard) may be bad.
you can try to remove the battery and unplug the power supply for 2 minutes, replace the battery and plug in the power supply and see what happens, that will clear the BIOS/CMOS information.

the battery just keeps the settings and clock running when the power is off. usually when the battery goes, the OS will report the wrong date and time, it will boot to other devices as it does not remember the boot order and such similar. If you cannot force a beep code, IMHO, the motherboard is dead.
I know the dollar store near me has those cells for a buck, most grocery stores will sell them. try to change the battery but I think the board is RIP.

Update:
Still need help. Bought and installed a new motherboard, same issue. Turns on, fans spin, no beeps or post, turns off, repeats. Someone please help. I'm about to throw my whole system in the garbage and then light the can on fire.

Did you remove the CPU, memory and all other components? Remove even the fans...only power the motherboard. If it starts up and the power stayed on, the LED's should show 00. If that happens, at least we can start testing from there by adding one thing at a time. If that continues to have the same issue, you have another bad motherboard.

1.) That sucks! Sorry.
2.) Now that that's out of the way, I would lean towards the PSU being the problem...and hopefully it is because that's the easiest fix. Do you have a bestbuy or microcenter or frys close to you? If so, you can always run out and grab another PSU to test it out.

Turning on an off history meant the PSU was bad. I was one of those rare cases that had a bad motherboard AND a bad CPU. They also recommended that I install the motherboard OUTSIDE of the case on a piece of rubber or non conductive material to exclude the case as a possible problem. If it's restarting over and over, some people have linked it to the motherboard shorting out against the case on a screw that wasn't in the right spot or a piece of metal that was making contact in a bad area.

So long story short, get the motherboard out of the case and try again. If it's still doing the same thing, it's time to make a run to the store and get a new PSU. If that's also doing the same thing, you have a bad motherboard (again)
