Stick to the default cooler for now, that's not a system where you can afford to be picky about CPU temps and overclocks!

Instead, take the cash that you would have spent on a cooler (~$30) and put it towards getting a better PSU, for ~$50 you can get a 400-450W Seasonic PSU that will be more trustworthy

I have a 400w psu
 


And there are 300hp farm tractors... I doubt you want to drive one on a highway though!

Your chosen PSU is pretty much bottom (of the acceptable) bin, going with a better one means you won't need to replace it when you upgrade the system
