Possible DOA graphics card?

I recently purchased an Nvidia GeForce GTX 970 from a well known online retailer. When it arrived I installed it into my case, replacing my old, functioning GPU's. After booting up, I tried to install the new drivers but the install kept failing because it could not detect the device. I tried reseating it with the same result.
Then, while I was browsing online forums for help, my computer shut off entirely and would not boot (no beeps, no noises, just when I would press the power button, nothing would happen). I removed the GTX 970 from the PCI slot and the computer started right away. I then put the 970 in a different PCI slot and the computer would not start. I tried my old GPU's and the computer boots right away without any issue. Is it possible the GTX 970 I purchased was DOA? I tried to do all my homework and make sure it was a compatible card prior to purchasing it.

My motherboard is MSI Z97-G55-SLI
Core i5-4670k processor
old cards: dual GeForce 550ti's at 1GB ram
750watt PSU

Yep, that's what it sounds like. Make sure you try using DDU first though, as it could be a driver issue.

I would contact the distributor you bought it from if that doesn't work.
