A person on another forum advised me to get a 500W power supply instead and use the leftover money to get more RAM. Can anyone verify if this would be a good choice?

You do not need more than 16gb of ram unless you are doing HEAVY video editing/3d desgin/etc. I would not waste the money you will see no performance benefit.

You definitely can drop the power supply wattage as long as you stay the same quality. For example the EVGA 550G2 or GS are the same quality, less wattage, and still plenty to run this system. If they told you to get something like the EVGA 500B that is bad advice, its very low quality.

Its perfect except the cooler, no reason to use a low profile cooler like that with a normal case. It won't cool as well as a tower.

Either get the Cryorig H7 I recommended or if you like Noctua (I do) get the NH-U12S or NH-U14S if it fits.
