Ok, so I want to know how much VRAM this computer actually has. Looking online it says that I have 2 NVIDIA GeForce 8700M GTs installed in my computer with 256 MB of VRAM each. That means I have 512 GB of VRAM. CPU-Z confirms this. When I look at the dxdiag.exe display tab, it says that I have 2030 MB of VRAM! Which one is correct? I can play some games with the really high graphics settings (Counter Strike: Global Offensive) without any sort of graphics issues.

You have 512MB of total VRAM but if you have the GPUs in SLI then you really only have 256MB available as the GPUs memory becomes mirrored, not added.

That said, the DXDIAG might be referring to your system RAM. How much system RAM do you have?

CS:GO is not a very intensive game, it is based on the Source engine which came out in 2004.
