Safe Settings for FX-8320 on MSI 990FXA? CPU Gets HOT

I have the following:

Mobo:
MSI 990FXA-GD65 v2R

CPU:
AMD FX-8320 Vishera 8 core

RAM:
2 x 8GB Corsair Vengence 1600 Mhz

GPU:
ASUS GT610 w/2GB DDR3 Ram (running 2 monitors)

PSU:
Enermax ENP450AST 450 Watt

OS:
UbuntuStudio-64 v14.10 LTS

My CPU Temp goes up & down, but the High is around 60c. Seems very high to me, and would like to SET stable values in the BIOS ... No Overclocking. Can anyone help me with these settings to provide a stable cooler environment. I have case fans blowing through at 20 CFM, and Turbo turned off in BIOS.

Any suggestions appreciated.

The issue is testing for stability under Ubuntu , I'm only experienced with programs running under windows for this kind of testing.

At straight 3.5ghz with turbo off you could probably drag voltage down to 1.3v or so but that would be chip dependant.

How are you measuring temps exactly ??

What country are you from ??
There are coolers that I guarantee would knock 15c off your load temps & would 100% fit your case if they're available to you

Yes ... stock cooler. Tried Cooler Mstr T3 and T4 but had to send them back as neither would fit in my Case or on the MOBO.

Would simply like to know what settings to make in the BIOS so it will not throttle up & down and reach 63c as that it too hot for my taste. I'm looking for more or less standard clock frequency, clock multiplier settings, voltage tuning and memory timings.
 
You're kind of creating an issue where there isn't one here.

63c isn't too hot , entirely acceptable under heavy load with a stock cooler.

The clocks ramping up & down are entirely a design feature , I have no idea why you'd want to stop this , locking clocks will force a higher temps rather more of the time.
You could likely down volt if you have turbo disabled but an aftermarket cooler is always going to be the best option.

What case do you have exactly ??

The case? Is a Tall Tower, not much wider than an Optical Drive. 7 1/4 in wide, 24 in. tall, 15 in deep. Sounds like just leave it be. But it was shutting down on me because it was overheating. That's why I wanted to know what are the MFG defaults to run this CPU at so as not to create issues. I am a trader and need stability and reliability. Thanks for any and all input.

Does anybody have experience with, and can recommend a Good Cooler for this setup AMD FX-8320 chip on a MSI 990FXA-GD65 Mobo???
I would probably buy from NewEgg or Amazon.
