usb does not work during windows setup

i have an HP All-in-One 23-Q103nv machine which came with Windows 10. I'm trying to downgrade to Windows 7 but i don't have either keyboard nor mouse during the Setup. Of course, there is no PS/2 port on this machine -- just USB. Keyboard works in BIOS, but not during the Windows setup. Please note that i used USB 2.0 port, not 3.0; and there is NO OPTION in BIOS to set USB functioning whatsoever. This machine is a pain in the ass...Any help?

Unfortunately that doesn't help.. I do shut down the machine, not just seconds but minutes. And i changed all 4 ports so far. Keyboard works into BIOS environment like i said, it just stops working as long as the "setup is loading files..." message appears while machine is reading the windows CD.
