Run Arma 3 at 60 FPS on Ultra

Should I be able to run Arma 3 at 60 FPS on Ultra settings? At first I was locked at 30 FPS but ounce I shut off vsync and fixed the aspect ratio it went up to around 50 FPS (30-40 FPS during battle).

Specs:

CPU: AMD FX(tm) 8320 Eight-Core Processor (Overclocked to 4.2 Ghz)
Heatsink: Cryorig H5
GPU: GeForce GTX 960
Motherboard: RS Rock 970m Pro3
Power Source: EVGA 500W
RAM: 8GB
OS: Win 10
Resolution: 1920x1080

If there are any other ways I can improve performance please let me know.

Not a chance. That game is CPU heavy and optimized poorly and short of rebuilding your system thats about the best you're gonna get out of it.

Arma is terribly single-thread limited, and FX CPUs have notoriously poor single-threaded performance. Overclocking your CPU will help a little, but you won't get anywhere near 60 with that CPU.

Good luck even on an Intel system with a good GPU thrown into the mix. Arma 3 is a beautiful, horribly coded game.

ARMA 3 Multiplayer Setting for max. FPS

For any given 'Rig' you'll need to look at these settings to max your FPS (Multiplayer)
----------------------------------------
a. Player Settings (scroll/Video)-- minimize view distance for given role (Foot/Ground/Heli/Jet) e.g Foot= 500m
b. Video options (Esc/Video/Overall Quality) -- You can opt for Low to Ultra. LOW is best for FPS and ULTRA best for Quality.
c. Further from b. --
General tab: Visibility to Minimum you need/Cloud= Min./PIP= Disabled/ Water ref.=Disabled
Display Tab: VSync=Disabled
AA & PP Tab: All PostProcess=0 (Leave Sharpen Filter as is)/ Caustics=Dis./ATOC=Dis.

This will max. your FPS for Infy Multiplayer.
IF you want to Sniper/Ground/Helo/Jets then you need to adjust 'certain' things, that I won't explain here.
I recommend that you thoroughly learn this game as an Infy FIRST before venturing there, getting your ass handed to you, wasting big $$$ and rage quitting in disgust.
