I have a PNY GTX 970, and whenever I run at a resolution/framerate that meets HDMI 2.0 specs, it starts creating random lines and dots on the screen. Here's what it looks like:

So I can run 4K at 30Hz and be fine, but when I go to 60Hz it starts up. I can be at 1080p 60hz and be fine, but when I go to 1200p 60hz it starts acting up again.
I'm not sure if this is my 970 (I bought it used on eBay, I can still return it) or my new 4K TV (I bought it new from Walmart, but it was $230, so Sceptre might not be the most reliable brand).
I don't have any other HDMI 2.0 display or other HDMI 2.0 graphics card I can test with.
