Sleep mode is messing my pc up

I've been dealing with my problem for 2 weeks now, and I need help because I have no idea what to do anymore. Basically when I put my PC to sleep and wake it back up all my games dip down in frame rate like 19-25fps, but if I do a fresh reboot they are back at 60fps no problem. I don't know if it's my GPU, CPU, RAM, or Win 10. Everything was working fine but one day it just stopped and I didn't mess with any setting. I even troubleshot with Nvidia support for 4 hours straight, but no luck. If anybody has any advice please share it :)

FYI I noticed the problem when Evovle 2nd Stage came out if that helps at all.

Specs:
CPU AMD FX-4100
Nvidia GTX 980
Win 10 64 bit
8gig ram

Some of the things i've troubleshot but didn't work:
Updated all my drivers including Bios and chipset.
Wiped my whole HDD and clean installed Win10.
Disabled my virus protection.
Put power management on high.
Tried different games.
Turned off my OC and put bios back in default mode.
Cleaned PC out and all the slots.
Checked fans to see if they were running.
Made sure CPU and GPU are working correctly.
Checked temps.
Rolled back Nvidia drivers and Win10 updates.
Used CPU-Z to see if anything changed.
Used CCCleaner to delete reg and unwanted files.
Error Checked.
Used system Config and did a selective startup and only set Win 10 files and nivida to start up.
Defrag.
Checked PC cables.

what motherboard do you have? and what power supply? If the power supply doesn't support the new sleep modes it could be why CPU stays at same speed after sleep but I would need to confirm that guess

Did you try this before:

Control Panel → Hardware & Sound → Power Options → Balanced Settings (Should be selected) → Change Plan Settings → Advanced Power Settings → Expand the processor management tab and look at your max processor state.

Thanks for the advice but it didn't help, I did notice one thing though. When I reboot my CPU's speed is going up and down depending on the load since I have Cool N Quiet enabled, but when it wakes up from sleep it's stuck at 3.53 GHz it doesn't change no matter what I do.
