Can i use a WD elementes 1 TB HD in a PS4?

WD Elements is an external hard drive so no. You need to have internal one. You can connect it and make it as a flash drive

WD external hard drives do have an internal hard drive enclosed within, but the connector port is soldered onto the hard drive, so it is not feasible to detach it and use in your PS4. That is why most people go with Seagate portable hard drives, which have a simple connected within which can be easily detached and used in a PS4.
