Am I being hacked? Or almost hacked?

Hello, these last two weeks I've been having some crazy stuff going on with my pc. Let me put down my issues....

1.Skype sometimes starts on it's own, it doesn't make it all the time and everyday, just very rarely and once in some days in random hour.

2.I get sometimes an error with my network, a window pops up saying something about IP Conflict and here's the tricky part here, when I tried to open the google chrome to search a solution for that, it was like someone or something didn't want me to view the pages. They were all from different places, like here for example, and they were all blank. I had to get up, go to the other room, pull out the router from the power supply, wait 10 secs, and re-plug it again, and then re-load the pages to actually be able to see their contents, I found a page that says to use CMD and /renew and or /release commands, but there's another tricky part, it seems I cannot open the cmd, it opens and closes instantly, so I used the start+r button method.

3.When the issue 2 above happened, I also couldn't access internet for some seconds. Saying my computer can access internet. The error said that some device has the same IP as my computer's network.

^I know I shouldn't go to conclusions, but all these seems like a hacking try from someone, but I'm not so sure, maybe it's my imagination, or there's something wrong with the internet of mine. Please, help me, anyone got a solution?

Not all Antivirus software is the same, there will be some that'll slip by if no one has reported them as a virus. So try a couple of different ones like Kaspersky or Norton. Same goes for Malwarebytes, there are a few others you can try like lavasoft: ad-aware or spybot: search and destroy. You will want to make sure that root kit searches are enabled in any search.

Also to consider is your firewall. Look to see if it's been getting hit.

Hard reboot the router/modem, pull the plug-count to 30-reinitiate.

Look in C: either under my computer or my pc. Look for programs you absolutely know shouldn't be there, coupon apps are notorious for this.

Alt-ctrl-del, task manager and look in processes and/or services. Most all services...

Malware is usually pretty easy to find, it can't do anything if it's not running. Viruses are different, they'll not show up in most places and if they do, they'll look very legit as they are almost always attached to an exe file.

Thank you very much for your answers, guys. After I did a /renew on the cmd it fixed I believe, I did searched everywhere for anything suspicious, but I couldn't find anything. I'll have my attention on it though, maybe it's a problem with my PS4, not sure.
