Hi, I was having really bad CPU utilization issues when playing games like Witcher 3. The CPU would periodically jump to 100% causing frame stutters. This was very abnormal, as my system was originally a 4690k and a 1070, both of which should not be bottlenecking.
I just finished building my new Ncase build and I'm getting the EXACT same issue! This new build is top of the line, so there is definitely a hardware issue I am not resolving that keeps causing this problem. My new build (that continues to stutter due to 100% CPU utilization) is as follows:
i5 6600k
Asus z170i ITX board
GTX 1070
16gb DDR4 2133mhz
120gb SSD for windows
480gb SSD For Games
1TB HDD for programs, downloads, movies, etc (steam is on this hard drive).
750w PSU
The only thing I still have from the original case are 2 SSD's, 1 HDD, and the PSU. Could any of these 3 things be causing the frame stutters?
I have attached a few screenshots of MSI afterburner while playing Witcher 3 and running around in the larger towns for a few minutes. Notice as CPU usage hits 100%, GPU usage falls, and the GPU utilization limit as well as power limit are all over the place.

Could this be a PSU or HDD/SSD problem? They are the only things that are still left in my build from before, and this is the exact same problem I was having!
