I've been trying to think of a budget pc build around $750 that can run games maxed at 1080p 60fps. Ex: Witcher 3. I need a keyboard, mouse, and OS. I know it might not be possible at this budget, but it's worth a shot.
This is about as good as it will get for around $750. You'll have to wait for better availability of the RX 480 4gb but it should run Witcher 3 in high detail around 50 FPS or so. If you can afford to bump the budget up a tad moving to a better PSU like an XFX 550w TS would be a good long-term investment.
I also didn't include any mail-in rebates, if those are your thing we can probably drive this lower.

So I increased the budget to $800 and added the PSU like you said, but I also choose a different case. The CoolerMaster N200. The reviews are really good and the case is under $50. If there's a better case please let me know.
Nope, that case is fine. I'm pretty lax when it comes to case choice:
1) Does it hold my parts?
2) Does it come with at least 2 fans?
3) Does it not look terrible?
Eventually you'll want to move to 16gb of memory and maybe add in another SSD so you can fit more than 1 or 2 games on it. Also the motherboard is pretty limited in options so you'll only have 4 total SATA ports to work with, but it's manageable. Overall I think for $800 with OS and mouse/keyboard it will be a really nice gaming machine.

Thanks for the help. I was really stuggling with getting the RX480, a quad core cpu, and an SSD within budget.
Yeah, it can be difficult to figure out what to sacrifice in order to get a certain minimum configuration. i5 and RX 480 should easily provide many years of happy gaming in 1080p.
getting the I5 gives you the option to expand to an I7 later so it is definitely a good choice. and the case is up to the user. as long as it works and has decent cooling they're basically all the same in function
