Skyrim with low settings still getting 20-30 FPS

So I recently bought Skyrim for my PC and wanted to try it out along with downloading several mods; however, I figured because of my GeForce GT 610 graphics card I wouldn't be able to run it on high settings, so I turned down most of the settings to low (this includes shadow) and even went into the preferences configuration to turn down most shadows and other things to try and boost my FPS. I turned off Antialiasing and Anisotropic Filtering, turned my resolution to 1280 x 720, turned down my view distance, installed several performance mods, etc. Despite all of this, the game won't past 35 FPS (this includes when I'm just in a town or talking to someone) and constantly drops down to 20 FPS randomly. I decided maybe it was the mods I had installed (which none of them are those high resolution texture mods) and I removed all of the mods I had installed (besides the performance ones) and tested it out. The game ran somewhat faster, maybe by 5 FPS, but it continually kept dropping even though I was just in a forest somewhere doing nothing.
Please help, I've looked up almost everything to try and help and it seems as though I should be able to run Skyrim at least on medium settings, but I can barely even run it at low.
My specs are:
Processor: AMD FX(tm)-4300 Quad-Core Processor ~ 3.8 GHz (all on)
RAM: 16 GB
Graphics Card: NVIDIA GeForce GT 610

I'm not sure where you are getting your information, but the GT 610 is slower than the last few generations of integrated graphics. The GT x10 series were designed to be inexpensive options for system that required very little gpu power and have no igpu. The Hd4400 in my laptop is faster than a gt610 and it's barely capable of maintaining 30fps average at 720p at the lowest settings and still has some dips below 30fps. If you want to game you need a better GPU. For a somewhat inexpensive gaming card look at the GTX 750 or R7 360.
