Why i have still low fps ..

Hey Guys
i playing with War Thunder
i have a issue about my fps i did have a asus gtx 660 2 gb its rund like a 250 fps in ULtra low Quality in planes and about 100 fps ULQ tanks. i did bought a new gtx 980 4gb and the fps its almost the same . idont know what should i do im not a IT expert guy but i think its should enough to atleast 200 fps in tank and over 300 fps in plane if im still ULQ

my Pc : CPU: I7 3770K
GPU: ASUS GTX 980 4GB
MOBO: Asrock b75 pro 3
Ram : 16gb
Cooling with fans
Monitor asus vg248qe connecting with DVI D
1 TB HDD
125 GB SSD
 
Solution
Very high fps (100 plus) usually has more to do with the CPU then GPU. It becomes a problem with your CPU not being able to feed the GPU new frames to draw at such a high speed. You will have to wait till much faster CPU's are available to achieve the speeds you want.

FPS beyond your monitors refresh is wasted. Just for fun try turning off your fps counter and see if you can tell the difference.
War thunder runs basically on one thread and the speed of this thread will determine how many FPS you will get,it has nothing to do with your GPU(as long as it doesn't slow you down) ,you will have to overclock to get more FPS or get a CPU with higher IPC.
