Screen flickering while using scroll wheel in web browser (Scroll bar works fine)

So when I am web-browsing sometimes I get really bad flickering, it actually went a way for a few weeks but now its back seemingly worse.

The best way to explain it is the content the browser is loading flickers, not the whole screen but just within the page its self. It will flicker and sometimes go totally blank for a few seconds (Blank and usually the color of the background of the site, for example this site turns grey and when browsing steam it goes a dark grey/black colour.

However it is weird because it doesn't occur on Facebook and many other sites, but seems very predominant on forums, the screen is literally flashing as i type this. I have also noticed it occurring on YouTube. The flickering is generally caused by scrolling.

I have tried turning hardware acceleration off in chrome but it is not limited to google chrome, it even happens on occasion when browsing on Steam.

This could be totally irrelevant but i did install Java for the first time recently, might have nothing to do with it.

When it first started it was around the time i had played with my graphics card's clock speeds, however my computer still performs equally in games without crashes. My card is an 7870 which is obviously and old card and ive had problems with it not getting signal in the past but cleaning and re-seating has fixed that.

Im not sure but is there a way that YouTube and forums are rendered differently? Are different parts of my graphics card used for rendering 2D to 3D or maybe something to do with java? Could it simply be a driver? Any insight into this problem or an explanation, or hopefully a fix would be appreciated

Fixes ive tried: Full windows reinstall, driver re-installs, re-seating my card, under-clocking my card.

Resizing the window or scrolling up tends to stop it flickering temporarily.

I am also plan to try using my onboard graphics instead, but until then any insight would be appreciated

UPDATE: The flickering only seems to occur using the scroll wheel on my mouse, yes the scroll wheel. When i use the scroll bar it does not flicker. I have no idea why.

Anyone have a fix for this LOL

It used to be down to the browser you were using.
And for some if you had the latest version of adobe flash player installed as an extension.

Old versions of windows explorer used to have this symptom, if you were running, vista or windows 7 using ie explorer.

With chrome for any version of windows, there is an option to enable or disable hardware acceleration.
It can be found in the advanced options of chrome under the system heading.

If you are using chrome you may want to try enabling or disabling the tick box option to see if it helps.

Also it can be down to the video driver and the version of it you are using, so make sure you are using the latest driver for your Pci-e based graphics card, or the on board video chip solution of your motherboard if used.

As i said it happens in Chrome and even Steam which i believe is based on a web browser. IE also does it i believe. I will try updating/playing with my flash player.

As i also said hardware acceleration is off in chrome, It happened when i was running both windows 7 and now 10 and like i said my drivers were up to date in both installs.

Is there an option within windows to turn hardware acceleration off for everything? Or would this be a bad idea or affect my gaming?

In my original post i mentioned doing driver re-installs and even a full windows re-install, so unless i managed to install an old driver yes my drivers are up to date.

I should have mentioned I am running a 7870 which is obviously an old card so it could be faulty, and as i saidi messed with clocks which could be a cause. But it still runs games perfectly so i don't want to fork out for another card because my web browser flickers.

Okay, I have noticed something very weird and interesting, that perhaps someone may be able to help with. It seems like only flickers when using the scroll wheel, if i drag the scroll bar i have no issues.

Anyone have an explanation for this LOL? Is it because it has to render it jerkily? like i have no clue this is weird

Today i have noticed it could be getting worse, sometimes sites are unusabe and it even happened on facebook a little bit which is unusual.

Is there something different about forums and youtube and certain sites that is different to facebook for example? Does Facebook use lots of HTML5 in place of java and flash or something?

It is not the graphics card, it happens while using onboard as well. I don't know if it is software because it has happened over 2 windows installs.

Is there any tests i could run on my CPU to test if its working correctly? I will run some memory tests as ive had issues with my DIMMS before

In Chrome going to Chrome://flags and enabling "Override software rendering list" fixed the flickering, but the mouse scrolling still jumps up to the top and is really glitchy

Originally i was getting really terrible screen flickering on websites when i scrolled using the scroll wheel (Using the scrollbar seemed fine). The screen would flash the background color and it would glitch about when i scrolled and sometimes totally freeze and return to the top of the page and re render the content. It also happens on Steam which i think is kinda browser based (I could be wrong). It mainly happened on forum sites and youtube, facebook was mostly unaffected. However the scrolling problem seems to occur everywhere, but it was always worse in browsers.

I fixed the flickering (I think, it hasnt happened since but it is pretty intermittent at times) by enabling "Override software rendering list" in Chrome://Flags but the annoying scrolling still remains.

Originally i thought it was my graphics card as it started a little while after overclocking, however using intel on-board did not solve the problem. It could still be hardware because it happened in my previous installation windows 7 and also in my current installation of windows 10, unless im missing software or its configured wrong it could still be my hardware but im not sure.

I posted it here because im kinda leaning towards it being a software issue if changing that setting on chrome half fixed it.

But its definitely not my graphics card and i am doubtful its the mouse itself,
It could possibly be my mouse but i highly doubt it as it is especially prevalent in web browsing and is worse on certain pages.

I dont know how likely it is that a faulty CPU/MOBO or RAM is the cause.

The best way to explain it is after an input on the scrollwheel the computer will scroll up or down by itself, sometimes just returning to the same place.
