So when I am web-browsing sometimes I get really bad flickering, it actually went a way for a few weeks but now its back seemingly worse.
The best way to explain it is the content the browser is loading flickers, not the whole screen but just within the page its self. It will flicker and sometimes go totally blank for a few seconds (Blank and usually the color of the background of the site, for example this site turns grey and when browsing steam it goes a dark grey/black colour.
However it is weird because it doesn't occur on Facebook and many other sites, but seems very predominant on forums, the screen is literally flashing as i type this. I have also noticed it occurring on YouTube. The flickering is generally caused by scrolling.
I have tried turning hardware acceleration off in chrome but it is not limited to google chrome, it even happens on occasion when browsing on Steam.
This could be totally irrelevant but i did install Java for the first time recently, might have nothing to do with it.
When it first started it was around the time i had played with my graphics card's clock speeds, however my computer still performs equally in games without crashes. My card is an 7870 which is obviously and old card and ive had problems with it not getting signal in the past but cleaning and re-seating has fixed that.
Im not sure but is there a way that YouTube and forums are rendered differently? Are different parts of my graphics card used for rendering 2D to 3D or maybe something to do with java? Could it simply be a driver? Any insight into this problem or an explanation, or hopefully a fix would be appreciated

Fixes ive tried: Full windows reinstall, driver re-installs, re-seating my card, under-clocking my card.
Resizing the window or scrolling up tends to stop it flickering temporarily.
I am also plan to try using my onboard graphics instead, but until then any insight would be appreciated

UPDATE: The flickering only seems to occur using the scroll wheel on my mouse, yes the scroll wheel. When i use the scroll bar it does not flicker. I have no idea why.
