Intel I7-4970 Huge Overheating Problem

Hey all,

I know very little about the PC hardware and why the processor may overheat, so excuse my lack of big fancy computing terms. Using RealTemp (which I hear can be trusted) and the BIOS temperature monitor, my CPU is running at 97-98 degrees C from just opening Firefox. It definitely doesn't seem to be anything to do with software and the fans have more than enough room to work fine. I'm going to get it looked at but I wanted to know what possible problems you experts might think it could be?

EDIT: I feel like it'll be asked, no I'm not overclocking.

Let's hypothetically say that reapplying the thermal paste and fastening the cooler didn't help. What would I then try and look at? A new Heatsink? Just trying to work out the costs of getting it repaired.
