My PC Is decent but I keep getting low FPS In games

Hello :)
This my first time posting on this website
I recently bought a new gaming pc and I keep getting low fps even tho i think shouldn't have :/
Here are the specs:
I7-6700 CPU 3.4Ghz up to 4.Ghz when overclocked
8Gb of RAM
Geforce GTX 970
Windows 7 64 bit
And here is my fps on some games
League Of Legends 40-60 fps
Skyrim 30-40 fps
TERA 13-20 fps in areas full of other players and 30-50 otherwise
I don't believe I have any viruses and my nvidia card is up to date ( 368.81 ) and my pc is very clean and it doesn't heat up I think
\please help me it's realy frustrating :/

My cpu usage in skyrim is 36% gpu is 64%
and yes I am using thtat gtx 970

GTX970 should play most games well at 1080P.
If your resolution is higher, then there will be an impact.

Try adjusting your quality settings.
AA is one of the most resource consuming settings for a GPU. Try lowering it or even eliminating it.

I can only at 1080p anyways sinc that's the maximum resolution of my monitor
I tried playing my games at the lowest possible settings but I only get 5-10 fps boost and it's nowhere near the constant 60fps that I was hoping for
