Weird sudden FPS Drops in any game

I have large frame drops from around 80 Fps to 10 Fps during gameplay every 10 sec for about 3 sec. I then thought it was an issue with the drivers and reinstalled the Graphics drivers , updated my windows 10 and tried everything in the net but none of them fixed my problem even if I use low settings my FPS go to 250 then it drops to 20 and max settings from 80 to 10 the FPS drops for small period of time then it back to normal in any game even if I play old games like cs 1.6 .. This is weird and annoying .
Games will run fine for the first few minutes of launching however they will start to go from 60+FPS to 10FPS randomly.
I though it's the fan so I took my pc to technicien to clean my pc but still having this problem .

So I used MSI Afterburner I could see that the GPU usage dropped when there was a FPS drop, here a screenshots of MSI Afterburner whilst when I play CS GO at max settings

Every time there is a drop in the GPU usage there was a FPS drop, sometimes the Core Clock and Memory Clock drop as well.

CPU: Intel(R) Core(TM) i5-2410M CPU @ 2.30GHz
GPU 1: Intel(R) HD Graphics 3000 (1GB)
GPU 2: NVIDIA GeForce GT 525M (1GB)
RAM: 8GB DDR3 1333Mhz (4GB+4GB)
HDD: 500 GB
OS: Windows 10 Pro 64-bit

If anyone know how to fix this please tell me

I ve already check my hard driver its ok
before taking my pc to technician my fan was working slow and my pc has a very hot temperature
I will try memtest86 thank you for the fast answer :)

My power options is set in high performance some people said that the minimum and maximum processor state must be in 99 % I did that but It doesn't seem to work
