Yes, you can build it as is.
I have some thoughts:

1. I will never again build without a ssd for the "C" drive. It makes everything you do much quicker.
120gb is minimum, it will hold the os and a handful of games. If you can go 240gb, or 500gb you may never need a hard drive.

I would defer on the hard drive unless you need to store large files such as video's.
It is easy to add a hard drive later.
Samsung EVO is a good choice.

2. The I3-6100 is a very good mid range gamer. It can support a much stronger graphics card.
To accommodate that possible future upgrade, I suggest a stronger psu up front. Something in the 500-600w range.
Then, that EVGA unit is only tier 3 quality...

A mediocre 430w power supply can not run the 380x.

By the way, buy windows 10 professional for about $23 - http://cheapdigitaldownload.com/windows-10-professional-digital-download-price-comparison/ . Buy maybe the RX 480 with the saved money.

Seasonic is always good.

everythings perfect without gpu!gtx 1050ti 4gb & gtx 950 2gb same price,or few bucks more,just go for 1050ti 4gb,it also have better performance than gtx 960(few percent i think),also lower TDP than gtx 950,
for 1050ti there's no need of 6pin connectors...

gtx 1050 beats the RX460 handily. The gtx 1050ti barely beats the 1050. The RX470 stomps all of them. Issue is the 75w limit of the pcie. If using a AIB partner gtx 1050ti with a aux 6pin connector, the discrepancy between the RX470 and the gtx 1050ti will probably be a lot smaller. As it stands currently, with no 6pin, the gtx1050 is a much better value for money.
