Solution

Your drive is dead, that tick sound is the hard drive going bad. You can remove the drive and try using it in an external USB enclosure to read files off it. Past that, you'd need a data recovery place to get files off the drive.

There is a Linux utility that can be used to try to clone the drive to a good drive and then try to get files off that good drive, called ddrescue, https://www.gnu.org/software/ddrescue/ It does take a bit of knowledge to setup and run though, so you'll need someone that knows what they are...

If you are just trying to format it, forget it, even if it worked and you got it to be usable, it's pretty much guaranteed to fail again. If you don't need the files off it, and if you want to format it you don't seem to need them, just toss it and replace the drive.
