New GTX 970 - frames drop to ~100 in game and only rise back up to normal when I tab in and out?

As the titles says I'm having an issues with my new GTX 970 graphics card where occasionally my FPS will drop to about 100 (wouldn't be an issue in most games but is in CS:GO) and will only return to normal (around 300) when I tab in and out. I also hear what I guess are the fans on the gpu go faster or "power up" I guess when I alt tab to fix it. Anyone know what could be causing this or a potential fix?

Your full system specs would be helpful. pls.

Have you monitored your temperatures at all? HWmonitor is a good application for that. http://www.cpuid.com/softwares/hwmonitor.html

My fist guess would be a throttling issue or potentially the CPU not being able to keep up. Once we have some temps and specs we can give more possibilities.
