New build stuck in a boot loop

Hey all, just bought a bunch of new components as a much needed upgrade but I seem to be having some issues. Whenever my hard drive is booted, my computer simply restarts.

Specs:
Asus H110M-A mobo
GTX 750Ti
Intel Pentium G4400 Skylake
Kingston 4GB DDR4 RAM
some doofy old stock hdd from 8 years ago

So, I've been fiddling with this for the past hour. When the HDD is plugged into the mobo, it doesn't even get to POST before restarting. When the HDD is unplugged, it goes straight to BIOS.
The most I've seen so far is simply the Asus intro screen, then bam - a quick restart and it goes back to that image. The HDD has Windows 7 installed on it. Thanks!

EDIT: Forgot to mention, I can get to the BIOS when the HDD is plugged in, and in the BIOS it recognizes the HDD as being there and boot-able.

sorry, was worded poorly. as it starts up, the asus screen pops up and from there i can hit f2 to get to the bios. if i let it run, it simply goes to black for 10 seconds, then the asus screen pops up. at no point does the POST screen come up. bios runs fine whether the hdd is plugged in or not.

Alright! I managed to boot up using a USB and after some more head scratching and command prompt messin' about, I finally got my hard drive to boot. Thanks a lot!
