GPU Memory Failure?

Over the past few weeks my computer has been experiencing stuttering In games. if you're standing still in an open world game every 5 seconds the game will hiccup. By hiccup I mean a quick .5 second jerk. No lock up or freeze just a jump of the frame. You can see it when the card uses PhsyX it jerks and frame skips. No Loss of fps just constant frame skip/stutter every 5 seconds. I'm almost positive a 980 ti can handle PhysX on its own. For instance in the game Overwatch you can see the PhysX lag in the characters. No idea what is causing this it's driving me insane I've reformatted multiple times, downloaded multiple nvidia drivers both new and old. Bought a new motherboard/PSU/ram/SSD installed everything today and the stuttering consists. I am using windows vista ultimate, and then using and Windows 7 Pro upgrade. I don't upgrade vista, I install a new copy of Windows. I'm not sure if any of that could be affecting this process? Below I'm going to post two specs, both computers I've used in the past week and the frame skip persists.


Older system:

New system:
Asus z170-Ar
i7-6700k
Ddr4 2400mhz patriot
850w GOLD PSU
Samsung Evo 850 250gb
EVGA 980 ti sc acx 2.0


In my old computer a PCI express sound card was plugged into the wrong slot(not an express slot) and I'm worried possibly the 980 ti was affected? Also while running my older setup a blackout happened at my apartment complex multiple times. I would turn the computer back on and 20 minutes later another surge of power would happen and my computer instantly shut off. Could this power outage have damaged the 980 ti? I'm trying to think of anything at this point. I've literally switched every piece of hardware and used two ssds with different operating systems. Two different setups and I'm getting the exact same stuttering/hiccup. The only thing left at this point has got to be the 980 ti, right? I'm hoping for some advice I'm up for anything at this point I'm about to RMA the card but I'm not sure if the card can suffer memory failure. I'm not sure what this stuttering/frame skip/jumping is. I've been at this day and night If anyone has any advice I would really appreciate it. Thanks guys.

Might have damaged, no positive way to tell from here. With all the hardware and OS flips it sounds like something is off - would prob guess card, you've troubleshot it pretty well
